What Is IT Decommissioning?
IT decommissioning is the controlled retirement and removal of IT infrastructure from a physical site. It begins before anyone touches a rack: the asset register is reconciled against what is actually in the room, data-bearing devices are identified, and the removal sequence is planned around the building's access constraints and the client's operational calendar.
The distinction that matters to buyers is between decommissioning and disposition. Disposition is what happens to the equipment after it leaves: sanitization, remarketing evaluation, recycling, documentation. Decommissioning is the execution work inside the building that makes disposition possible: power-down sequencing, disconnection, de-racking, cable pulls, staging, packing, and site handover. Most projects that go badly go badly here, not downstream.
Three failure patterns account for most of it. The asset register disagrees with the room, so equipment is unaccounted for at reconciliation. Data-bearing devices are missed, whether copier drives, network gear holding configurations and credentials, or drives already pulled and sitting in a desk drawer. Or building access is discovered late, and a project scoped for a weekend runs into freight elevator limits, dock scheduling, and insurance paperwork that nobody budgeted time for.

Our IT Decommissioning Process

Site survey and asset inventory reconciliation. We walk the site and build or verify an equipment list against the client's existing asset register or CMDB export. Discrepancies are documented before mobilization rather than discovered during it. This step also identifies data-bearing devices, regulated materials such as UPS battery strings, and anything requiring specialized handling.

Scope, sequencing, and access planning. The removal order is set against operational dependencies: what stays live, what powers down first, what cannot be disturbed. In parallel we confirm the physical constraints: dock scheduling, freight elevator capacity, clearances, after-hours access, and any vendor onboarding the property manager requires.

Data-bearing asset identification and segregation. Every device capable of retaining data is flagged and separated into a controlled stream. This routinely includes items outside the obvious list: multifunction printer and copier drives, switches and firewalls holding configurations, thin clients, and loose drives already removed from chassis. Power-down and disconnection. Equipment is powered down in the agreed sequence and disconnected from power, network, and any environmental or monitoring systems. Circuits are confirmed dead before physical work begins. Where facilities or electrical contractors are involved, the handoff points are defined in the scope rather than negotiated on site.

De-racking and physical removal. Equipment is removed from racks and cabinets, rails and mounting hardware are stripped, and structural cabinets are broken down where they are not being retained. Heavy items are handled with appropriate lift equipment and floor protection. Racks themselves are usually a recoverable steel and aluminum stream rather than waste.

Cable pull and infrastructure removal. Copper and fiber runs, patch panels, cable trays, PDUs, and overhead or underfloor infrastructure are removed per scope. Packing, palletizing, and secure transport. Assets are packed to protect resale value where value exists, palletized, shrink-wrapped, and manifested. Data-bearing media is packed separately under seal. Loads are documented at pickup, and the manifest travels with the shipment so the receiving record can be reconciled against what left the building.

Site handover, processing, and reporting. The space is swept and handed back in the agreed condition, typically broom-clean and ready for the landlord, the next tenant, or the general contractor. Received equipment is then processed to its disposition path, and the client receives a documentation package reconciling every serialized asset against its outcome.
Scope & What's Included
Decommissioning scope is defined by what is in the room, not by equipment category. The table below covers what a typical project includes; anything unusual is priced and planned during the site survey rather than handled as a change order mid-project.
Data center and server room projects. These are sequencing-driven. Work often proceeds around live equipment, on defined maintenance windows, with strict rules about what may be de-energized and when. Rack density, floor loading, and cable congestion drive the labor estimate more than the asset count does.
Office closure, consolidation, and relocation. These are calendar-driven. The date is usually fixed by a lease expiration or a landlord handover clause, which means the site must be clear and clean by a hard deadline. Volume is broad and shallow: many end-user devices, mixed furniture-adjacent electronics, and a small server room or MDF closet that still holds the highest-risk assets.
Multi-site retail, branch, and clinic refresh. These are logistics-driven. Small volumes across many locations on a rolling schedule, with site staff who are not IT and cannot be relied on to identify data-bearing equipment. Consistency of process and a single reconciled report across all sites matters more than speed at any one of them.
Chain of Custody & Documentation
Chain of custody is the record that connects a specific asset to a specific outcome. For a decommissioning project it needs to survive audit years later, which means it has to be built during the work rather than reconstructed afterward. Capture begins at the point of collection on site, not at the receiving dock, because the transport leg is the gap an auditor will ask about.

Logistics & Coverage
Most decommissioning problems are logistics problems wearing a technical disguise. Blue Revive plans the physical path off the site before quoting the work.
Scheduling and access. Projects are scheduled around the building, not around us. After-hours, overnight, and weekend windows are standard for occupied buildings and for retail locations that cannot close during trading hours. Property managers commonly require vendor onboarding and a certificate of insurance before dock access is granted; that paperwork is initiated during access planning so it does not become the reason a mobilization slips.
Physical constraints. Freight elevator capacity and dimensions, dock height and scheduling windows, corridor clearances, floor loading limits, and protection requirements for finished floors and elevator cabs are confirmed during the site survey. A full rack that will not fit the only available elevator is an avoidable scoping failure.
Packing and transit. Equipment with resale potential is packed to preserve it, cushioned rather than loose-stacked. Bulk material is palletized and wrapped. Data-bearing media is packed separately, sealed, and manifested apart from the general load, then moved as a controlled stream rather than general freight.
Coverage and project size. Blue Revive is headquartered in Buford, Georgia and supports projects nationally through a reverse-logistics network. Lead times. Lead time is driven by building access and the client's operational calendar, not by our scheduling. Projects with a fixed lease-expiration date should begin scoping early, because the survey and access approvals consume calendar time before a single rack is touched.
Compliance Considerations
A decommissioning project touches at least four separate regulatory regimes, and the obligations sit with the equipment owner regardless of who performs the work.
Data protection. Retired media falls under whatever regime governs the data it held. The HIPAA Security Rule addresses disposal of media containing protected health information. The GLBA Safeguards Rule and the FTC's FACTA Disposal Rule address consumer financial data. State privacy statutes, including the CCPA as amended by the CPRA, add their own disposal expectations, and state breach-notification laws govern what happens if a device surfaces where it should not. NIST Special Publication 800-88 Rev. 1 is the federal reference that defines Clear, Purge, and Destroy as distinct sanitization outcomes, and it is the framework most audit questions ultimately resolve back to.
Hazardous and universal waste. Retired IT equipment includes materials regulated under RCRA. Batteries, mercury-containing lamps and backlights, and certain circuit-board and CRT components fall under federal hazardous waste rules or the universal waste rule depending on the material and the jurisdiction. Many states additionally prohibit disposal of covered electronics in solid waste landfills, so the compliant path is not the same in every location a multi-site program touches.
Transport of lithium-ion batteries. Lithium-ion cells, found in UPS systems, laptops, and increasingly in rack-level backup, are regulated in transport under DOT 49 CFR and shipped under UN3480 or UN3481 depending on whether cells travel alone or installed in equipment. Damaged or swollen cells carry additional restrictions. This is an operational risk rather than paperwork, so cells damaged during removal are handled and packed accordingly.
Refrigerants. Where cooling infrastructure is in scope, refrigerant recovery from CRAC and CRAH units is governed by Clean Air Act Section 608 and must be performed by certified technicians before the unit is scrapped.
Asset and financial records. For public companies, the asset register underpins Sarbanes-Oxley controls. A decommissioning project that closes without reconciling disposed assets against the fixed-asset register leaves a gap that surfaces at audit rather than at project close.

Frequently Asked Questions
What is the difference between IT decommissioning and ITAD?
Decommissioning is the on-site work: planning, disconnection, de-racking, cable pulls, packing, and site handover. ITAD, or IT asset disposition, is what happens to the equipment afterward: data sanitization, resale evaluation, recycling, and documentation. How long does a decommissioning project take?
It depends far more on building access than on equipment volume. A single-room server decommission with unrestricted access may be a one- or two-day job, while the same equipment in an occupied tower with one shared freight elevator and a four-hour nightly work window is a different project entirely. The site survey produces the schedule; estimates given before a survey are guesses.
Are drives wiped or physically destroyed?
Both pathways exist, and the right one depends on the media type, the data classification, and whether the asset has remaining resale value. Solid-state media in particular cannot be treated the same as spinning disks, because wear-leveling and over-provisioning mean a conventional overwrite may leave data in cells the operating system cannot address. What happens to equipment that still has value?
It is evaluated before it is committed to a destructive path. Assets with remaining service life are tested and graded, and where resale is viable the recovered value is reported back against the project. Nothing with data on it moves toward resale until the media has been sanitized or removed and that outcome recorded against the serial number.
Do you handle UPS batteries and lithium-ion cells?
Yes, and they are planned for specifically rather than absorbed into the general load. Lead-acid and lithium-ion batteries are regulated both as waste and in transport, and cells damaged during removal carry additional shipping restrictions. Battery strings are identified during the site survey so packaging, labeling, and transport are arranged before mobilization rather than improvised.
What documentation do we receive at the end of the project?
A reconciled package covering every serialized asset and its outcome, along with weight tickets for material processed by weight, transport manifests, downstream processor documentation, and a variance report noting any discrepancy between the client's asset register and the physical count. Do you have a minimum project size?
No. Multi-site programs with small per-location volumes are common, and a single office closure or one server room is a normal engagement. What changes with scale is the sequencing and the crew size, not whether the process applies.
